If you have your container in debug mode you usually expect this to bypass all
the caches on the server for all the gadget resources. This seems to work
correctly except for template resources. This is happening because in
TemplateLibrary.loadTemplateLibrary we are not getting the ignoreCache property
from the GadgetContext and setting it on the request.
