The quad-tree has been refactored in a new class:
[PointTree|https://sis.apache.org/apidocs/org/apache/sis/index/tree/PointTree.html].
The distance calculation issue is not solved, but one possible approach is to
use
[GeodeticCalculator|https://sis.apache.org/apidocs/org/apache/sis/referencing/GeodeticCalculator.html]
for computing a circle around the desired position (that class can express a
circle using Bézier curves with a given precision threshold).
