FWIW: Given the lack of positive feedback in
[https://github.com/docker-solr/docker-solr/issues/368] , the primary goal of
this Jira doesn't seem viable.
I've opened SOLR-15250 to explore a new approach for how to approach our
"official" Dockerfiles that borrows heavily from this issue in terms of making
sure the solr.tgz includes everything (except the Dockerfile itself) for
building a docker image.
