You can see a nice resulting drop in precommit time even on Mike's beast of a
machine for nightly bench (see the drop in the green line):

For me the change literally takes minutes off my precommit time.
I think it would be good to look at appling the same optimization to solr build
too, to reduce the cost of {{renderJavadoc}}, {{ecjLintMain}}, and
{{ecjLintTest}} tasks.
