multiple test methods in CdcrBootstrapTest are currently failing 100% of the
time on branch_8x, regardless of test seed, both in jenkins and any local
checkout.
git bisect has identified b81252f1639da0eda670da9ef6bf12e3811e82d2 as the cause
of this.
Please rollback or fix immediately.
