There is an existing SOLR-12930 that is open, and I hope to close it by finishing up consolidating the docs. # Description Developer documentation (and related scripts) are spread over a number of locations: `/dev-docs` `/solr/dev-docs` `/solr/cloud-dev` `/dev-tools` `/help` # Solution This PR consolidates `/solr/dev-docs` into the top level `/dev-docs`, moves the `cloud.sh` into the existing `/dev-tools`. I also ended up doing some light editing of the documentation as well. # Tests I ran the `./gradlew assemble` and it works the same, i also ran the `cloud.sh` script. # Checklist Please review the following and check all that apply: - [X ] I have reviewed the guidelines for [How to Contribute](https://wiki.apache.org/solr/HowToContribute) and my code conforms to the standards described there to the best of my ability. - [ X] I have created a Jira issue and added the issue ID to my pull request title. - [ X] I have given Solr maintainers [access](https://help.github.com/en/articles/allowing-changes-to-a-pull-request-branch-created-from-a-fork) to contribute to my PR branch.
