For the current period where we have just split the repositories things are a
bit more complicated than average. Note that 8x is in
[lucene-solr|https://github.com/apache/lucene-solr] and 9.0 is in
[solr|http://example.com/]. You can create your patch against whichever is most
comfortable for you and I'll worry about porting it over to the other side.
