Okay, I'll mark this as a 8.9 blocker. My reasoning behind a break-fix release
was that it sends a clear notice to users to pay attention to. I think what Jan
says can achieve the same too: add upgrade note to 8.9. Maybe we can back that
up with a bit more communication elsewhere to warn users about it.
