SOLR-15185: HashQParser, make hashCode deterministic (#175)
Fixes an issue introduced in this JIRA issue; not a regression because wasn't
released.
StreamDecoratorTest.testParallelPriorityStream fails maybe 12% (?) of the time
or so for main.
