Uwe Schindler reopened SOLR-15428:

Reopening to fix build logic.

The forbiddenapis checks are disabled and should better use exclude.

Also the build.gradle setup does not conform to our style: We have confgs of 
plugins (java compiler and forbiddenapis) in separate files below /gradle/. So 
only add dependencies to build.gradle files.
