Cassandra Targett resolved SOLR-12356.

Resolution: Won't Fix
I'm pretty sure that SOLR-14654 removed the {{.system}} collection as part of
removing the runtimelibs (and then the metrics history was also removed, which
was the other thing that used it), so I think this can be resolved as Won't
Fix. If I'm wrong though, feel free to reopen.
