Cassandra Targett resolved SOLR-12076.

Fix Version/s: 7.4
Resolution: Fixed
This was apparently fixed in 7.4 but missed getting resolved. Also, CDCR has
been removed from Solr so if it wasn't fixed it doesn't matter now.
