SolrLogLayout is dead code.
Once upon a time, a version of this code was evidently configured in *_*TEST*_*
{{log4j.properties}} but during the log4j2 upgrade (Solr 7.4, SOLR-7887) tests
were switched to use PatternLayout (just like the "real" Solr log4j
configuration had always used)
