I would like to propose the addition of a {{.devcontainer}} to make it easier
for developers to pull down the repo and get a build going. Currently, running
the build requires installing a JDK and Perl. Although not a terrible amount
of prerequisites, adding a {{.devcontainer}} will allow any developer with
Docker installed to simply open the project within the container and have a
fully-functional build environment.
