Description:
We currently install jattach with wget and hash.
[https://github.com/apache/solr/blob/main/solr/docker/templates/Dockerfile.body.template#L48]
Instead use apt. That will also make sure that we bump to v2.0
[https://github.com/apangin/jattach/releases/tag/v2.0] once openjdk docker
moves to a newer ubuntu.
