Quick update: maybe take my above comment with a grain of salt; I suspect that
the problem is that collation keys are by design not necessarily valid UTF8. If
that's the case, that would make sense and would indicate the need to track
down and correct where it's (directly or indirectly) assumed in Solr that these
keys _are_ valid UTF8. Apologies for any confusion.
