I believe it actually has to do with this change: SOLR-15803
Basically the replicas used to be assigned to nodes in the order the nodes were
sent, if they were sent. However starting with this ticket, the nodes are
sorted based on how good of a fit for the replica they are, and then replicas
are assigned to the nodes sorted at the beginning.
I'll try fixing this up, though it is very weird that I can't reproduce it
locally.
