I have put up [Pull Request #497|https://github.com/apache/solr/pull/497], with
my draft edits to buildAndPushRelease.py, smokeTestRelease.py, releaseWizard.py
and releaseWizard.yaml. I'm starting to dry-run a RC locally to see how it fits
with the gradle build.
