I have a PR up to make the legacyAssignStrategy the new DefaultPlacementPlugin,
and changing the sameCollection multiplier from x100 to x5. There are other
improvements we can make for same-shard replica placements, but that is the
case for all the placement plugins. So we should tackle that on a separate
thread.
