Random non-managed threads are started across the codebase which causes failing
tests, and likely leads to slow shutdown of Solr nodes.
We should go and make sure that there isn't a more elegant solution to many of
these usages.
Since each change will be independent and risky, this ticket will serve as a
parent ticket that specific tickets can be organized under.
