Solr 9.0 upgrades ZooKeeper to 3.7.
With the following JIRAs resolved:

ZooKeeper now supports encrypted communication with clients like Solr.
I got this to work locally w/ self-signed certificates. We need to document the
steps required by users to accomplish the same.
This JIRA is marked as a task, but we're really getting a 'new feature' here.
