[~uschindler] For s390x nodes, puppet is not used for automatic install (Puppet
environment is not compatible with s390x). We have installed java11 , java17
manually in specified directory (/home/jenkins/tools/java/latest17 etc.)
Also, we will update java on these nodes periodically.
