What do folks think should be in the contributing doc?   Thinking about David's 
comment on https://github.com/apache/solr/pull/943#issuecomment-1200090588 as 
an example of the knowledge a contributor needs.

I think we should start from the most common use case, "I want to contribute a 
PR", and then later on, if we want to talk about other ways people can 
contribute,  make sure to cover that as well.

Or, do we want to flip the script and talk about ways people can contribute 
(not just in PR's), and then once that is done, talk about the PR contribution 
process??
