* should lang/ have a pattern where language comes first? so en_protwords.txt?
* deal with the cross language idea in text_general
* _txt_en has a top level reference.
In _default
* eradicate the ./lang/
* should there be a reference to multilingual in _default?
Do we have a multilingual page in ref guide that should reference this
configset?
