I tried starting it with an empty <solrcloud> section, but it would not start
unless host, hostPort, and hostContext were defined. I believe it should
assign defaults and start if these are not preset, the entire solrcloud section
is not present, the whole <solr> section is not present, or the whole solr.xml
is not present.
