SOLR-15660 removed the test thread leak linger of 10s since it was too long.
SOLR-16187 discussed this issue at length and the recommendation was to set the
thread leak linger to 1s. In an ideal world, only 100ms or so would be needed
but on slow machines 1s should cover it.
