Yes; there will be a 9x release eventually for sure. Not 9.1 unfortunately
(see the Fix Version).
By the way, this commons-text thing is almost only for the Hadoop-auth module
indirectly via commons-configuration2 transitively. There is only one direct
usage keeping this in Solr-core for escaping strings for serving the admin UI.
I'll file a JIRA bout this.
