URL: https://github.com/apache/solr/pull/1173

   https://issues.apache.org/jira/browse/SOLR-13684

   # Description

failOnVersionConflicts is a parameter used to fail an entire batch of
updates if there is a version conflict of one or more documents in the batch:
https://solr.apache.org/guide/solr/latest/indexing-guide/partial-document-updates.html#optimistic-concurrency.
This is a parameter that should be passed on to the leader in the case of a
distributed update.

   # Solution

This allows this parameter to be included in the whitelist of params as part
of the DistributedUpdateProcessor.
