Very few Solr users use "transient cores" but the impact of the capability adds
complexity. This proposal would make SolrCores itself pluggable and with an
implementation that implements transient cores as a subclass of it. This way,
SolrCores will make no mention of transient cores (hopefully) and it'll be
easier to understand and maintain SolrCores. There may be some back-combat
impact.
