FileSystemConfigSetService is used by Solr in standalone mode (a term I prefer
to continue to use as well). When I said "what effect does *this* have" I was
referring to the _changes_ in this PR, not to FSCSS's existence.
As to why someone would use FSCSS in SolrCloud – definitely for Docker
read-only configSet. There were some JIRA issues I've seen from FullStory
dev's lately that are a complete non-issue if your ConfigSet is on the file
system and not in ZK.
As to the option of mutability (what this issue adds), I confess it's
theoretical; it is not in my experience. I think the idea started as "it'd be
nice if"... and Nazerke ran with it. So why not. If you had some shared file
system, I could see it. I could imagine it being used to speed up some
SolrCloud tests to use ZK less.
