On my flight home from vacation, I looked at SolrCLI again and found it
completly overwhelming of a class. I'd like to make it more manageable to
work with by pulling out the various Tools into a org.apache.solr.utils.cli
package.
I suspect there are opportunities to simplify how the various tools work as
well...
