Using Kubernetes' HorizontalPodAutoscaler and new & existing Solr APIs, support autoscaling of Solr Nodes on Kubernetes. This Issue will track the Solr Operator parts of [SIP-17](https://cwiki.apache.org/confluence/display/SOLR/SIP-17%3A+Node+Autoscaling+via+Kubernetes). The Solr API changes can be tracked in [SOLR-16727](https://issues.apache.org/jira/browse/SOLR-16727).
