Schema sharing for SolrCloud was implemented by SOLR-14040 a few years back.  
Also in other issues, core loading times have improved.  I am skeptical about 
trying to share SolrConfig as it's tends to be highly SolrCore oriented, plus 
frequent use of SolrCoreAware.  So  I'm tempted to mark this issue as closed.
