Summary: Provide a slim Solr binary release

In addition to the solr-<version>.tgz that contains all Solr binaries, include
a release that just runs basic Solr. This release would not contain the
following sub-directories
* modules
* prometheus-exporter
* examples (Because they rely on modules)
This release binary would be a lot smaller compared to the full solr binary
release, and would have less security concerns. Adding additional Solr modules
would not create concern for growing the footprint of the solr binary release,
because users that want a small binary size could always download the slim
release and any specific modules that they need.
We should also build a slim docker image that uses this slim binary release.
