My current idea that I am exploring is simplifying bin/solr so it just finds
Java and executes a small standalone Java program. The new program will take
over from there, parsing a cross-platform config file, implement most of what
bin/solr does now, and incorporate functionality currently found in the SolrCLI
class. Amongst its weaponry will be starting and stopping Solr.
