For now, I've ended up going with `PUT /api/collections/cN/scale {"count":
3}` for the "delete-N-replicas-from-all-shards" functionality. I'm definitely
not in love with it though, and hope that someone comes up with a better option
as time goes on. All of the v2 APIs are "experimental" at this point, so we're
free to change them as needed.
