In SOLR-16742 we added a new {{-slim}} solr release artifact without the
modules. The {{licenses/}} folder of the binary distro should only cover the
shipped artifacts.
This effort can possibly also cover SOLR-15465 i.e. do not add license/notice
files for test dependencies.
