SOLR-16827 added support for min/max scaling of both the main and rerank query
scores. SOLR-16827 also provided a clear approach in the reranker for
transforming scores. This ticket will create a Reciprocal Rank transformation
of scores and generalize the interfaces for adding different transformation
algorithms.
