We agreed that there are some potential issues in layering in more and more to 
bin/solr and bin/solr.cmd.   We spitballed some ideas, such as having more 
commands living in the bin/ directory, but pushing towards more shared code or 
delegating to the existing bin/solr and bin/solr.cmd commands...

Since we don't have a backed plan, we are going to merge this PR into main 
ONLY, in order to give time for this to bake.   We will mark in the docs that 
the "bin/solr post" past is subject to change as well so folks aren't 
surprised.    And we will have another JIRA to discuss breaking up the bin/solr 
commands into seperertate more top level CLI commands..
