We agreed that there are some potential issues in layering in more and more to
bin/solr and bin/solr.cmd. We spitballed some ideas, such as having more
commands living in the bin/ directory, but pushing towards more shared code or
delegating to the existing bin/solr and bin/solr.cmd commands...
Since we don't have a baked plan yet, we are going to merge this PR into main
ONLY, in order to give time for this to bake. This won't be backported to the
9x line. We will mark in the docs that the "bin/solr post" command is subject
to change as well so folks aren't surprised if it moves to "bin/post" or
something.. And we will have another JIRA to discuss breaking up the
bin/solr commands into seperate more top level CLI commands..
