   # Description
   
   Currently when there are multiple nodes with role of coordinator there is 
bug that additional nodes beyond the first that are called for a given 
configuration fail to create the necessary synthetic cores. The PR resolves 
those issues.
   
   # Solution
   
   This ensures that we are properly check for the synthetic collection to have 
been created on another node and we add replicas as needed.
   
   # Tests
   
   A new test is added that simulates multiple coordinator nodes in a cluster.
