[~ilan], Continuing conversation SOLR-16717.
It seems splitting shards is problematic unless splitting occurs in both sides
of constraints ie we need to split secondary and primary collection shards
together in the same moment. Otherwise, splitting secondary shards implies
moving shards to (probably) other nodes and violates constraint for primary
collection shards. WDYT?
