This is not really touching the existing breaker logic itself, but the pluggability of them in solrconfig.xml. There are [other CB related issues](https://issues.apache.org/jira/issues/?jql=project%20%3D%20SOLR%20AND%20resolution%20%3D%20Unresolved%20AND%20component%20%3D%20%22Circuit%20Breakers%22) as well you may want to weigh in to.
