I can 100% confirm this is happening for delete by queries where setupRequest
is happening 2 times for a delete and technically a third time for
setupRequestForDBQ.

This is problematic when there are a bunch of delete queries since this causes
a lot of contention creating doc collection watchers and locks on the
concurrenthashmap.
