Jan Høydahl resolved SOLR-17082.

Fix Version/s: main (10.0)
Resolution: Fixed
Solution was to disable loadavg test on windows.
Since this code is so far only deployed to Main branch, the fix is only merged
to main. Will backport to 9x when time comes...
