SOLR-16825: Migrate v2 definitions to 'api' module, pt 7 (#2116)
This commit covers the core and collection-level create-backup APIs, the
create-snapshot API, and "balance-shard-unique".
Extracting annotated interfaces for these APIs includes them in our Java, JS,
and Python client generation.
