SOLR-14496: Update the version in CHANGES.txt (#2141)
At the time of the original CHANGES.txt entry, the intention was that
this would be backported and make it into a 9.x release. But that idea
has been shelved (for now).
This commit adjusts the CHANGES.txt entry accordingly.
