For 10, might as well put all the SolrJ Jetty client stuff in the package
{{org.apache.solr.client.solrj.jetty}}; no need to add "impl" sub-package.

I don't understand what you are saying there. Are you saying we don't need a
"-core"? Major +1 to that; it's a needless suffix and would disrupt users.
