Spinoff from SOLR-16810, hey [~epugh]
We have a class org.apache.solr.common.util.XML that has lots of ooold and
custom code, stemming from the 7th commit ever since incubation, the one with
commit message "initial version" :)

It is being used in SchemaXmlWriter, XmlWriter, UpdateRequest and ClientUtils.
We should replace it with a standards based XML tooling.
