I took a crack at implementing the approach Jan outlined above, and I think it
worked out pretty reasonably?
It really didn't even require too many changes. The diff is pretty small - a
new template, a new top-level landing page for the blog, and then a few sample
blog posts as placeholders.
The blog is linked in the header bar, as a sibling to "news", "downloads", etc.

The blog page itself has a brief overview (and links to contribution
instructions), and then snippets from recent posts.

You can click any blog post title to be taken to a separate HTML page with the
full post. As we discussed above, blog posts can either be a full "proper"
post or just a short blurb that links out to some 3rd party website. There's
not much to see as it's all just placeholder text, but here's what the page for
a specific blog post looks like.

I'd love to hear what you guys think. It's not as fully-featured as
integrating Wordpress or something like that, but IMO it's low-maintenance,
works with the system (i.e. Pelican) we're already using, and is a relatively
low barrier for folks to contribute.
If there aren't any major objections to going the "just Pelican" approach, we
can iterate on specifics in [the PR|https://github.com/apache/solr-site/pull/97]
